How we can help your project

Colorado Big Country RC&D is a non-profit organization working in northwestern Colorado. The organization undertakes projects and creates partnerships in an effort to improve the conservation and development of resources within our geographic area.

Anyone may develop a project idea, but to receive Board of Directors approval it must be:

• Fully explained using the Project Assistance Request Form (PARF), and
• Sponsored by a dues paying member of Colorado Big Country RC&D

Colorado Big Country RC&D staff is available to assist anyone who wishes to propose a project. This help may include:

• Providing copies of the PARF and explaining its use
• Assisting with the identification of a dues paying member for sponsorship

Colorado Big Country RC&D staff will review the PARF and evaluate the actual commitment of Colorado Big Country RC&D resources.

The staff will ensure that consideration of the PARF is on the next Board meeting agenda. For the purposes of this policy, PARFs will be considered at each of the following types of meetings: annual meeting, quarterly meetings, monthly teleconferences, and special meetings. Following the vote, the presiding officer will finalize the PARF by documenting the action taken by the Board (APPROVED or DISAPPROVED), signing and dating the form.

Board approval of the project, as presented in the PARF, is the first step in the formalization of the partnership. Depending upon the complexity of the project and the Colorado Big Country RC&D role in the project, additional documents may be required. The intention of these documents will be to clarify the roles and responsibilities of each member of the partnership, to document any financial arrangements within the partnership, and to clarify reporting requirements and Colorado Big Country RC&D commitments. Examples of such documents are:

• Memorandums of Understanding
• Cooperative Agreements
• Contracts

Approval of the PARF by the Board grants the Colorado Big Country RC&D President the authority to negotiate and sign these additional documents without further Board review. This approval authority does not preclude the opportunity for the President to request further Board input if s/he determines it is in the best interest of the organization to do so.

Colorado Big Country RC&D Internal Project Sponsor is a key role which:

• Presents the PARF at the Board meeting and explain the project.
• Serve as the Board’s official liaison to the project's participants.
• Be the main channel of communication between the various project partners.
• Ensure the project progresses in a timely fashion & meets commitments.
• Be accountable for project reporting to the Board and available for project guidance.
